Job Description

OverviewThe Chief Technology Officer (CTO) will lead the institution's digital transformation and technology strategy, ensuring robust, secure, and scalable technology infrastructure that supports business objectives, regulatory compliance, and customer satisfaction. The CTO will assume executive responsibility for Information Security, overseeing the protection of digital assets, data, and systems against cyber threats in alignment with regulatory standards and industry best practices. The CTO will lead the Information Technology Department, which comprises specialized teams responsible for core IT functions and governance.ResponsibilitiesDefine and execute the company’s technology and digital transformation roadmap.Ensure alignment of IT initiatives with strategic business goals and compliance requirements.Lead enterprise-wide IT budgeting, planning, and performance tracking.Introduce emerging technologies that improve operational efficiency and customer engagement.Provide strategic oversight of IT programs, including governance, project management, and risk management.Information Security LeadershipServe as the executive responsible for developing and overseeing the company’s Information Security strategy.Ensure the implementation and continuous improvement of information security policies, controls, and incident response plans.Oversee regulatory compliance with cybersecurity frameworks (e.g., ISO 27001, QCB ICT & Cybersecurity Circulars, NIST).Direct periodic security assessments, penetration tests, and IT risk audits.Establish a security-conscious culture and ensure all staff are trained in information security responsibilities.Core Systems & Applications OversightOversee development, customization, and support of core business applications including remittance, forex, and compliance systems.Ensure business continuity, high system availability, and secure integrations with third-party platforms.Drive cloud adoption, system automation, and customer-facing technology enhancements.IT Operations, Governance & ComplianceEnsure effective and secure operation of IT infrastructure including servers, networks, databases, and cloud environments.Maintain governance over IT service delivery, change management, and regulatory reporting.Ensure audit readiness and oversee compliance with QCB guidelines and data protection laws.Lead evaluation, selection, and performance monitoring of IT vendors and service providers.Negotiate service level agreements (SLAs) and ensure contract compliance.Manage outsourced services and third-party risks related to IT and cybersecurity.Stakeholder EngagementCollaborate with top management, compliance, AML, risk, finance, and operations departments.Provide periodic updates to the Board or Executive Committee on IT and information security posture.Liaise with regulators and auditors on matters related to technology and security.Leadership and Talent DevelopmentLead and develop a high-performing IT and cybersecurity team.Promote continuous learning, technical excellence, and innovation.Establish a performance-driven culture that encourages accountability, agility, and secure practices.Performance StandardsSuccessful implementation of IT and digital transformation strategies.Demonstrated compliance with cybersecurity and regulatory requirements.High system availability, service reliability, and data integrity.Zero tolerance for major security breaches or audit non-compliance.Achievement of digital service KPIs for both internal users and customers.Advanced understanding of IT infrastructure, cloud platforms, and system architecture.Deep knowledge of cybersecurity principles, tools, and frameworks (ISO, NIST, CIS controls).Strong business acumen with the ability to build internal and external partnerships and lead technology-driven changes in a multicultural environment.In-depth understanding of emerging technologies and trends, including AI, ML, IoT, and BI tools, along with their potential applications.Familiarity with financial technologies including AML systems, transaction monitoring, and API-based integrations.Strong command of IT risk management, disaster recovery, and data privacy standards.Proven strategic thinking, decision-making, and stakeholder management capabilities.Excellent communication skills with the ability to translate technical risk into business language.Skilled in cross-functional leadership and building collaborative partnerships.Qualifications & ExperienceMaster’s degree in Information Technology, Computer Science, or a related discipline.Minimum of 10 years of progressive IT experience, including at least 5 years in senior leadership within a financial institution.Substantial experience in enterprise IT security, digital transformation, and infrastructure management.Certifications such as CISM, CISSP, PMP, ITIL, ISO 27001, AWS/Azure Architect are strongly preferred.Demonstrated ability to manage technology governance, audit compliance, and vendor ecosystems.#J-18
