<div><h3>Organizational Context</h3><p>The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies and 17 million volunteers. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. The Health And Care Department’s Health And Care Framework 2030 Focuses On Health Systems Strengthening And WASH Systems Strengthening Through 4 Pillars. Pillar 1: Global Health Security. Pillar 2: Global Health Protection and Universal Health Coverage. Pillar 3: Global Water Security. Pillar 4: Transformative Partnership. The 4 Pillars under Health Systems Strengthening and WASH Systems Strengthening are supported by 3 Enablers: Enabler 1: Strengthening National Society Leadership on Health and WASH. Enabler 2: Strengthening IFRC Secretariate Health Infrastructure at county, cluster, region and Geneva level. Enabler 3: Digital Solutions and Data. IFRC is strengthening its participation in and the development of global health platforms. For the purposes of this ToR, “global health platforms” are defined as structured, multi-stakeholder mechanisms that enable IFRC and National Societies to shape policy and practice, mobilize resources, coordinate technical work, generate evidence, and scale people-centred, community-based solutions across the Health and Care Framework’s Pillars including; epidemic and pandemic preparedness, community-based surveillance, PHC/UHC, water systems climate and migration health.</p><h3>Job Purpose</h3><p>The overall objective of this consultancy is to provide high-level technical, strategic, diplomatic and operational support to IFRC to design, operationalize, institutionalize and expand global health platforms that advance the Health and Care Framework 2030 and IFRC Strategy 2030. The consultant will strengthen IFRC’s global positioning, partnership architecture, evidence base, and resource mobilization for platform priorities across the four Pillars and three Enablers.</p><h3>Job Duties And Responsibilities</h3><ul><li>Platform architecture, governance and operating model</li><li>Provide detail on the platform purpose, value proposition, target audiences and problem statements (per platform/thematic area).</li><li>Propose platform governance structures: steering arrangements, advisory/technical groups, partner roles.</li><li>Develop and maintain a stakeholder map and engagement plan (donors, normative agencies, partners, academia, foundations, private sector, regional bodies, and governments).</li><li>Lead the development of global health platform proposals.</li><li>In the development of these global health platform proposals ensure alignment with IFRC policies and procedures.</li><li>Strategic proposal development</li><li>Lead and/or coordinate development of high-quality proposals and investment cases for priority platforms, including multi-country/multi-partner consortium proposals.</li><li>Conduct analyses of lessons learned, success and challenges in the development and support to global health platforms.</li><li>Technical Support in establishing and strengthening global health platforms</li><li>Provide technical input and support as IFRC establishes and strengthens global health platforms.</li></ul><h3>Alignment to the IFRC’s Strategy 2030</h3><p>The consultancy aligns with the IFRC’s Strategy 2030 as it directly supports the achievement of the Federation’s Global Aims.</p><ul><li><b>Global Aim 1: People anticipate, respond to and quickly recover from crisis</b>.<p>IFRC’s work in establishing and strengthening global health platforms strengthens community preparedness and resilience by equipping staff and volunteers with the training, supervision and equipment to respond to public health emergencies, epidemics, and other crises at the local level.</p></li></ul><ul><li><b>Global Aim 2: People lead safe, healthy and dignified lives and have opportunities to thrive.</b><p>IFRC’s work in establishing and strengthening global health platforms e
