Job Description

An HSE (Health Safety and Environment) Engineer in a construction company is responsible for ensuring a safe and healthy work environment by implementing safety policies, conducting risk assessments and ensuring compliance with local regulations and international standards.ResponsibilitiesHealth Safety & Environmental ComplianceEnsure all site activities comply with local safety regulations, company policies and international safety standards (e.g. OSHA, ISO 45001, NEBOSH).Develop and implement HSE policies, procedures and guidelines for the project.Ensure all workers use appropriate Personal Protective Equipment (PPE) and follow safety protocols.Conduct regular safety audits and inspections to identify hazards and ensure compliance.Risk Assessment & Hazard ControlConduct hazard identification and risk assessments (HIRA) for all construction activities.Develop and enforce control measures to eliminate or reduce risks.Ensure Method Statements and Risk Assessments (MSRA) are in place for high‑risk activities.Monitor and ensure safe practices in lifting operations, excavation, scaffolding, working at heights, confined spaces and hot works.Site Safety Inspections & AuditsConduct daily, weekly and monthly HSE inspections onsite.Identify unsafe acts and conditions and recommend corrective actions.Maintain and update safety records, incident logs and compliance reports.Conduct internal audits to assess HSE performance and suggest improvements.Accident Prevention & Incident InvestigationInvestigate accidents, incidents and near-misses and prepare detailed reports.Identify root causes and recommend corrective and preventive measures.Ensure proper reporting and documentation of all workplace injuries and illnesses.Implement strategies to reduce accident rates and improve safety culture.Training & Awareness ProgramsConduct HSE induction training for all new employees and subcontractors.Organize toolbox talks, safety drills and awareness campaigns.Provide specialized training on fire safety, first aid, hazardous materials and emergency response.Ensure that all workers understand and comply with emergency evacuation procedures.Emergency Preparedness & ResponseDevelop and implement emergency response plans for fire, medical emergencies and other incidents.Conduct fire drills, evacuation drills and first-aid training.Ensure availability of first aid kits, firefighting equipment and emergency exits.Coordinate with local authorities (civil defense, fire department, ambulance services) in case of emergencies.Waste Management & Environmental ProtectionEnsure proper disposal of construction waste and hazardous materials.Monitor and enforce dust control, noise pollution reduction and water conservation practices.Implement environmental impact assessments (EIA) and ensure eco-friendly construction methods.Promote sustainable and green building practices where applicable.HSE Documentation & ReportingMaintain all HSE records, safety reports and compliance documents.Prepare and submit weekly/monthly HSE reports to the project manager and authorities.Keep records of safety violations, risk assessments, training logs and accident reports.Ensure proper signage and safety notices are displayed onsite.Coordination with Project Teams & AuthoritiesWork closely with Project Managers, Site Engineers and Supervisors to implement safety measures.Coordinate with government safety inspectors and ensure all legal safety requirements are met.Conduct HSE meetings with management and workers to address safety concerns.Liaise with subcontractors to ensure compliance with HSE standards.Promoting a Strong Safety CultureEncourage a proactive safety culture by involving all employees in HSE initiatives.Recognize and reward safe work behaviors to motivate workers.Ensure continuous improvement of safety practices through feedback and analysis.Address worker concerns related to safety and working conditions.Key Skills & Qualifications RequiredDegree/Diploma in Engineering, Occupational Health & Safety or related fieldCertifications: NEBOSH, OSHA, IOSH, ISO 45001 (preferred)Knowledge of local HSE laws and international safety standardsExperience in construction safety, risk assessment and emergency responseStrong communication and leadership skillsProficiency in preparing reports, conducting training and using safety software#J-18808-Ljbffr
